Victoria, Mahe., is a privately owned company and is not affiliated with any third-party, local, state, government or marketing data agencies.

The Website offers services and products (hereafter “Purchases”) for which it may be necessary for the User to provide information including, but not limited to, payment information and a billing/shipping address. The User understands and agrees with the following:

  • The User, in accordance with the relevant legislation, can use any debit cards(s) or credit card(s) relating to any Purchase
  • All information provided is accurate, true and complete

Personal Data

Information you provide to the Website’s application platform will be used to fill out the official documents to support your application. In the event that you provide incorrect information, your business relationship with will be terminated immediately. Inaccurate or false data will lead to delays and/or a possible rejection by the Vital Records Office or State Health Department. The User, therefore, is prohibited from using false names, aliases or the names of other people (with the exception of Users applying on behalf of a third party). Users are also prohibited from using fake, vulgar, offensive or false email accounts to authorize the registration. In the event that we detect such activity, the account will be terminated and the business relationship ended without official notice. No refund will be made to the User under such circumstances.

When you choose to file your application online, you consent to your personal data being shared with your state’s Vital Record Office and other government authorities. In addition, you agree that we can request e-filing confirmation and receipts from the Vital Record Office on your behalf if deemed necessary.

Information provided to is treated as personal information. It will not be shared with third parties except under the following circumstances:

  • The applicant agrees
  • It is necessary for tasks such and system management and maintenance

We do not provide any legal advice via our website content, nor are we authorized to do so. All publicly and privately available written and visual material was created solely for informational purposes. You, as the User, agree that we,, cannot be held responsible for application results as application approval is subject to authorization by the government. We cannot be held responsible for any application outcomes that occur as a result of the applicant providing incorrect information or making mistakes.

We reserve the right to cancel any applicant’s registration to delete their application and personal data under the following circumstances: the User fails to meet eligibility requirements and is not considered a suitable candidate to complete the online application; the User omits, changes or disregards any part of the required registration procedure; the User supplies erroneous or fraudulent personal information or takes part in any unlawful activity.

By using our services and browsing the Website, you agree to the following:

  • You, the client, understand that we, the company, do not and cannot represent you in any legal affairs.

Our Services offers the User a way to process his or her vital record application promptly through the provision of independent document preparation services for official governmental document requests (hereafter referred to as “Documents”). agents may provide advice and assistance. We are not a law form, however, and nor do we claim to be. We will not provide any legal advice at any time. The services we provide include: helping you complete your application, checking your application for spelling, grammar, completeness and accuracy and reviewing your answers. It may be necessary for us to contact you via phone or email regarding your application in order for us to process your request. We charge USD $59 for our preparation package for users located in the United States of America, and USD $49 for users located elsewhere. This includes personalized instructions detailing how to request your vital record(s). Our fee does not include fees set by individual states to process application requests. Before purchasing one of our application packages, you, the User, will be able to review all the details provided and amend anything as required. It is important that you correct any errors before you proceed with your application. Once you have confirmed your details, you will be required to enter payment details to pay our service charge.

By purchasing the services of, you are consenting to be bound to our Merchant of Record , which assumes various administrative responsibilities and is held liable as the financial institution responsible for processing any applicant payments that go through, including invoicing, compliance risk, refund requests, tax and any disputes. The Merchant of Record is responsible for ensuring digital transactions are encrypted, protected with both physical security and high-quality firewalls and are managed with precision and in full compliance with legal regulations. The company has no affiliation, nor purports to be associated, with any government agencies. It therefore accepts no liability or responsibility for the time taken by the U.S. Health Department in the processing, issuing and delivery of a Document. Users will receive their requested Vital Record certificate according to the time taken by the relevant state to process the request upon receipt of the completed application. By using our services you, the User, understand and agree that we may set certain limitations regarding the use of the Website. We reserve the right to modify and amend the services we offer, including, but not limited to, the visual, written and audio contents of the Website, its hours of availability, the equipment necessary to access or use this platform and the price.
In addition, you understand and agree that we are not able to guarantee the outcome of any application. You understand and agree we cannot protect you against any time-related problems, including incomplete or late filing. You also understand and agree that the relevant government agency is within its legal rights to change, amend and post forms and to revise its fees.  We highly recommend verifying that any form is up-to-date before filing. You should also verify the filing fee is correct, given the possible changes described above.

You understand and agree that we will not and cannot be held responsible in the event that your application is rejected due to external factors that are beyond our control. This includes you being ineligible for the benefit for which you have applied.

You understand and agree that we will not and cannot be held responsible for any Health Department changes regarding new requirements, restrictions or eligibility.

You understand and agree that any service limitations mentioned in these Terms and Conditions cannot be used as grounds for requesting a refund.

If any member damages any third party while using this service, the member shall be held accountable and will resolve it at his or her own cost. Furthermore, it shall not cause any damages to the Website.

Any information provided on the Website is general information which should be used as guidance only. In the event that your personal case requires the attention of an attorney, it is your responsibility to consult one. does not bear any responsibility for member damages resulting or arising from the use of this service and shall not be responsible for compensation.
If any member violates the Terms of Use and damages in any way, the Website may demand damages against said member.

Notarization Process

In order to verify the identity of an applicant, some US States require that a notarized letter be sent with the vital record application. Customized instructions supplied as part of the preparation package will detail the steps the User must take in order to process his or her application with these states. It is the sole responsibility of the User to obtain the sworn notarized letter that must be sent with his or her application. Please be aware that some states will not process your vital record application unless it is accompanied by a notarized sworn letter.

The User understands and agrees that will not and cannot be held responsible for any content, practices, terms or policies of any such third-party sites. We do not offer the services or products of these third party services or websites. In addition, the User agrees and validates that will not be found at fault or held accountable, whether directly or indirectly, for any loss or harm caused as a result of use of, or dependence on, any resources, commodities or subject matter available via any third-party sites. Users are strongly advised to read, and ensure they understand, the terms and conditions and privacy policies of any third-party websites or services they visit.

Suspension of Services

You, the User, understand and agree that reserves the right to terminate, deactivate, delete or temporarily suspend your account, without prior notice. This will be done in the event that we believe you have breached our Terms and Conditions. In addition, you understand and agree that we may suspend our services in event of any of the following situations occurring: unexpected electricity supply failure; to undertake system maintenance, regardless of whether necessary or urgent; public disturbances (war, riots, strikes, etc.); natural disasters (earthquakes, tidal waves, floods, etc.); changes to the system or technical difficulties; fires or a variety of other reasons.

You, the User, acknowledge and agree that shall not be held responsible nor be liable any damages or consequences suffered by any User or third party arising from the closure or deactivation of an account. Users will not continue to use the Website after their account has been deactivated. Governing Law

The Terms herein will be governed and enforced in accord with the law of the Republic of Seychelles, without regard to its conflict of law provisions. If the Site fails to enforce any right or provision of these Terms, it will not be in any form be considered a waiver of those rights. If any clause of these Terms is held to be invalid or unenforceable by a court, the remaining clauses of these Terms will continue to be legally binding. These Terms establish the entire agreement between the Site and the User and override and replace any prior arrangement that may have existed between the User and the Site about the Site.

Judicial Forum for Legal Disputes

Unless you and we/ concur otherwise, you comply that any petition or discord that has emerged or may emerge between you and must be settled solely by a court (state or federal) residing in Mahe,  Republic of Seychelles. You and comply to present to the personal authority of the courts residing within the Seychelles for the intention of litigating every such petition or discord.
